Teo Chee Khiang

Professor (Practice), Department of Accounting, National University of Singapore

Teo Chee Khiang retired as Dy Auditor General, Auditor-General’s Office (AGO), in 2010 and is now Professor (Practice) in the Department of Accounting, National University of Singapore.

He has research interest in public sector financial governance, internal audits, and government audits, including performance auditing. He also lectures at the Civil Service College to senior civil servants from Singapore and overseas, and has spoken at conferences and seminars, both local and overseas.

He was a member of the CPF Board and chaired its Audit Committee He had also consulted with the World Bank in public sector financial management after retiring from AGO. He also chaired the ASEAN Audit Committee in 1998.

While in AGO, he had wide and in depth experience in public sector audit including public sector financial governance and management, and public sector frauds and corruption.

He graduated from the University of Singapore with a Bachelor of Accountancy (Hons) and is a Fellow, Chartered Accountant, Singapore; Fellow, CPA Australia; Fellow, ACCA; and a Member of IIA Governing Board, Singapore.

Prior to founding PT Komunikasi Kinerja (Kiroyan Partners) in November 2006 Noke Kiroyan has been an international business executive for more than three decades covering the electrical, oleo-chemical and mining industries.

His business career commenced as Management Trainee with PT Siemens Indonesia that assigned him to the head office in Germany in mid-1974 for a 2-year training program leading to the professional commercial and finance qualification as Industriekaufmann. This followed an advanced language course in Schwäbisch Hall on a scholarship from Goethe Institut awarded for finishing best in Indonesia in 1972 in the test “Deutsch als Fremdsprache” (German as a Foreign Language) while studying Communication Science at Padjadjaran University in Bandung.

Noke Kiroyan is actively involved in promoting Good Corporate Governance and Corporate Social Responsibility as Chairman of the International Chamber of Commerce in Indonesia, Vice Chairman of the Partnership for Governance Reform and other organizations. He is lecturer on the subject “CSR and Sustainable Development: Concept, Context and Issues” at the Trisakti University Management School. With two other CEOs he co-founded Indonesia Business Links in 1999 and was its Chairman until 2013.

He graduated with a bachelor’s degree in Communication Science from Padjadjaran University in Bandung and holds a Bachelor of Arts in Liberal Studies from Syracuse University in the United States, as well as a Graduate Diploma in Business Administration from the Edinburgh Business School, Heriot-Watt University in the United Kingdom. Noke speaks English and German fluently and has a good working knowledge of Dutch as well as various Indonesian dialects.

Cornelius WM (René) VAN BERKEL

Chief Technical Adviser, Resource Efficient and Cleaner Production Programme – Indonesia

Rene VAN BERKEL (PhD) is since June 2015 Chief Technical Advisor for UNIDO’s Resource efficient and Cleaner Production (RECP) programme in Indonesia. He supports national implementation partners and government counterparts to scale up and mainstream RECP, through technical inputs for training, assessment, advocacy and policy development.

From 2008, he was Unit Chief (Cleaner and Sustainable Production). He provided oversight for the global RECP programme oversight, guided establishment and operation of global RECP network and thematic work on eco-industrial parks and RECP methods and tools. He also designed and managed national RECP programmes in Albania, Indonesia and Myanmar and regional RECP demonstration programme in the EU’s Eastern Partnership region. He was also key resource on green industry policy, low carbon and climate resilient industry and corporate social responsibility.

Prior to joining UNIDO, he was an independent consultant in eco-efficiency, industrial ecology and sustainable technology. From 1999 to 2006 he was Australia’s first full professor of Cleaner Production at Curtin University of Technology in Perth. From 1989 to 1999 he held various research and leadership positions at the University of Amsterdam, The Netherlands.

Dr Van Berkel is a Dutch national and holds a PhD in Environmental Science from the University of Amsterdam.
